A critical aspect of enhancing tax revenue involves strengthening the institutions responsible for tax administration. The German Development Partner recognized this need and collaborated with the Punjab Revenue Authority (PRA) to support and enhance its capabilities. These collaborative efforts included workshops designed to train withholding agents, clarify their roles and responsibilities, and ensure they are well-versed in provincial Sales Tax on Services regulations. The workshops initially focused on public sector agents but were later expanded to include the private sector, acknowledging its significant revenue potential.

The impact of these workshops has been substantial. By providing targeted training and promoting awareness, the PRA has seen a remarkable increase in withheld revenue. These workshops served as a valuable platform for the PRA to educate taxpayers and disseminate critical information about provincial Sales Tax on Services. The workshops attracted significant media attention, further enhancing the PRA's visibility and credibility.

Initially, revenue collection was only half of the assigned quarterly target. However, after the German Development Partner's intervention, the results became remarkable, indicating a positive trajectory in revenue generation. In addition, the PRA is now conducting district and tehsil level workshops.
