If a piece of equipment is safety-critical - pressure vessels, electrical systems, lifting equipment, anything with a certification requirement - the sign-off still has to come from a qualified inspector following the actual verification process for that equipment, not from an answer generated on a phone. Nothing here changes that, and nothing here should be read as suggesting otherwise.
